He was instrumental in helping other states set up similar organizations. His objective was to help states use technology to create new jobs. Mr. Dowell also worked with the BDM organization, an international professional services firm; the MITRE Corporation, one of the world's leading systems engineering firms; and The Orkand Corporation where he headed contractor support for HUD's Information Systems office. ANSER was established as a not-for-profit research organization in 1958 to provide the Department of the Air Force a responsive source of studies and analysis that would be free of bias and conflicts of interest. Today ANSER is a worldwide organization of over 500 employees.
